This work aims to analyze the problems that the territory presents from the point of view of environmental sustainability. Thus, taking as a starting point the conception of the territory, the city, sustainability, energy, and natural resources as linked realities and concepts, special attention in this work is devoted to the existence of different levels of power and management that act in this reality that provide added complexity for the effective achievement of the objectives set by the European Union. In this complex and diverse context, citizen participation and transparency are articulated as essential mechanisms for overcoming the perspective of sectoral policies and the commitment to interterritorial collaboration as a starting point for multilevel cooperation.
